Position Summary: The Senior Manager, Flight Dispatch Standards & Regulatory Compliance is responsible for the strategic governance, development, implementation, and continuous improvement of Flight Dispatch standards, regulatory compliance programs, operational control governance, training, and quality assurance. This position establishes the standards and policies under which the Dispatch organization operates and ensures continued compliance with FAA regulations, IOSA standards, and company operational requirements.
Major Job Accountabilities:
Standards & Regulatory Compliance:
Serve as the primary authority for Flight Dispatch standards, regulatory compliance, and operational governance.
Ensure compliance with FAA Part 121 regulations, Operations Specifications, IOSA standards, and applicable international requirements.
Develop, revise and publish dispatch manuals, policies and standard operating procedures.
Coordinate responses to FCRs, FCIRs, DXRs, and DXIRs
Coordinate regulatory inspections, audits, and corrective action programs.
Manage the Dispatcher ASAP program as the Company representative for ASAP within the SMS program.
Remains available for Dispatch Technical concerns as they relate to current and contracted vendors, and is available for recommendations 24/7, as required to meet the needs of the operation.
Training & Qualification Programs:
Develop and maintain OJT instructor qualification and standardization programs.
Ensure compliance with dispatcher certification and all training requirements.
Implement leadership development and succession planning initiatives.
Operational Governance:
Provide strategic oversight of dispatch operational control standards and practices.
Develop governance processes that ensure consistent operational decision-making across all dispatch personnel.
Support major operational events, disruptions, and emergency response activities.
Serve as a senior advisor during operational recovery and crisis-management events.
Safety & Quality Assurance:
Support Atlas Air's Safety Management System initiatives.
Manage flight plan quality control audit program
Conduct operational evaluations and quality reviews.
Analyze dispatch performance metrics and compliance trends.
Lead continuous improvement initiatives to enhance safety, compliance, and operational effectiveness.
Leadership & Team Development:
Mentor dispatch managers lead dispatchers, instructors, and operational personnel..
Establish departmental performance goals and accountability measures.
Promote a culture of safety, professionalism, compliance, and operational excellence.
Qualifications:
Valid FAA Aircraft Dispatcher License
Bachelor’s degree in Aviation, Aeronautical Science, Business Administration, Operations Management, or equivlanet operational experience
3 years of flight dispatch operations, airline operations, fleet planning, network planning, flight operations, or operational control experience required.
Minimum 2 years of Dispatch leadership experience within Flight Dispatch, System Operations Control, Operational Control, Training, or Regulatory Compliance.
Maintains Dispatcher currency as required by FAR Part 1
