Job Description Summary:
Senior Manager, Capital PMO & Site Master Planning
CPS is undertaking a multi-year investment program including greenfield expansions, major brownfield projects, plant renewals, and capability upgrades across multiple regions. These initiatives compete for common resources including capital, engineering expertise, sourcing support, key equipment suppliers, and governance reviews.
The Senior Manager, Capital PMO & Site Master Planning is responsible for leading the governance, prioritization, integration, and strategic planning processes across the CPS capital investment portfolio.
The role has three primary areas of accountability:
1. Establishing and leading the CPS Capital PMO framework to ensure disciplined portfolio governance, stage-gate compliance, resource optimization, risk management, and executive visibility across all greenfield and other major modernization programs
2. Developing and maintaining Site Master Plans standards for existing facilities to support long-term capacity, infrastructure, logistics, sustainability, and operational growth requirements.
3. Governing CPS engineering blueprint for facilities and utilities, ensuring consistency across projects while leveraging external engineering partners for detailed design development.
Key Responsibilities
Capital PMO Governance & Portfolio Integration
This role serves as the integration point between project teams, regional engineering organizations, platform leaders, and CPS leadership, providing portfolio-level visibility and recommendations that maximize investment value, accelerate execution, mitigate risks, and support long-range manufacturing network development.
• Establish and manage the CPS Capital PMO framework across greenfield, and other major modernization programs,
• Own portfolio governance processes, reporting standards and project controls requirements.
• Monitor project maturity, readiness, risks, assumptions, resource constraints, and critical decisions throughout the project lifecycle.
• Develop and maintain integrated portfolio schedules and milestone tracking.
• Identify project interdependencies and recommend portfolio optimization opportunities.
• Provide portfolio-level visibility of project performance, capital deployment, resource needs, and key risks.
• Develop executive dashboards and decision-support materials.
• Lead continuous improvement of governance, implementation of project management standards, and portfolio management processes.
• Coordinate prioritization activities across competing projects and business priorities.
• Support capital planning cycles, investment reviews, and strategic portfolio decision making.
Site Master Planning
• Lead development and maintenance of long-term Site Master Plans guidelines and tools for existing manufacturing facilities.
• Support local teams during SMP execution.
• Ensure all master plans are regularly updated and available to reflect changing business requirements.
• Provide governance and oversight for implementation of approved master-plan initiatives.
• Capture lessons learned from execution and incorporate improvements into future SMP guidelines and tools.
• Drive standardization and replication opportunities across facilities globally
Engineering Blueprint Governance & Standards
• Own and maintain CPS facility and utility blueprint standards, engineering design criteria, and manufacturing design principles.
• Establish governance processes for adoption of blueprint standards across all capital projects.
• Coordinate development and periodic updates of blueprint standards leveraging internal expertise, external engineering partners, lessons learned, and industry best practices.
• Serve as the business owner of blueprint requirements while utilizing external resources for detailed engineering and design development.
• Ensure designs comply with CPS safety, quality, sustainability, regulatory, and operational excellence requirements.
Experience
• 10+ years of experience in capital project management, PMO leadership, engineering management, and/or manufacturing strategy in food & beverage or pharma Industry.
• Experience governing large capital investment portfolios ($100M+ preferred).
• Experience implementing stage-gate, capital governance, and portfolio management processes.
• Experience developing manufacturing facility master plans, capacity strategies, or network expansion plans.
• Experience working across geographies, cultures, and matrix organizations.
• Experience managing external engineering and consulting partners preferred.
