About the Position   The Long-Term Exceptional Technical Assistance Project (LEAP Global) is implemented by Global Solutions Ventures (GSV)—a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group. Originally utilized by USAID to combat infectious diseases, LEAP Global transitioned to the U.S. Department of State (DOS) as of July 1, 2025. It serves as the U.S. Department of State Bureau of Global Health Security and Diplomacy’s (GHSD) flagship global technical assistance mechanism.  LEAP Global addresses complex human resource and technical challenges faced by national health programs in U.S.-supported countries by hiring and directly embedding senior technical advisors within Ministries of Health, host government entities, U.S. Embassy Health Units, Foreign Assistance Offices (FAO), and regional health offices. This embedded technical expertise empowers partner governments to lead, manage, and scale up critical public health programs while strengthening, alignment between U.S. Government (USG) foreign assistance and national strategic priorities.  Technical assistance spans: Tuberculosis (including Programmatic Management of Drug-Resistant TB / PMDT)  HIV/AIDS (Care & Treatment, PMTCT, CECAP, TB/HIV)  Malaria (Vector control, case management, seasonal chemoprevention, vaccines)  Global Health Security (GHS) & One Health  Pandemic Preparedness, Surveillance, & Laboratory Systems  Maternal, Newborn, and Child Health (MNCH) & Nutrition  Health Systems Strengthening (HSS), Supply Chain Management, & Health Information Systems (HIS)  Monitoring, Evaluation, and Learning (MEL)  LEAP Global supports the implementation of the America First Global Health Strategy by strengthening health security, improving oversight of foreign assistance, promoting measurable outcomes, eliminating fraud, waste, and abuse, and delivering life-saving humanitarian assistance (LHA) in full alignment with the new Presidential Executive Order (EO) directives.  Position Summary The Senior Global Technical Lead serves as the primary technical leader for the global LEAP Global portfolio and provides strategic technical oversight to all embedded LEAP Global Technical Advisors worldwide.  The Lead serves as the principal technical liaison to the Department of State Contracting Officer’s Representative (COR) and GHSD technical leads on portfolio technical performance, implementation progress, deliverable quality, travel clearance, and alignment with USG directives.
