Senior Civil Engineer - Personna Employment Solutions | Pasco, WA (Hybrid)
Help shape critical infrastructure, community growth, and long-term public investment. We are seeking an experienced Senior Civil Engineer to lead the planning, design, and delivery of complex public infrastructure and capital improvement projects that directly impact community growth, public safety, economic development, and quality of life.
As a Senior Civil Engineer you will serve as a Project Engineer and trusted technical leader, overseeing projects from concept through construction while collaborating with public agencies, consultants, contractors, utility providers, regulatory agencies, developers, and community stakeholders.
Typical projects include:
- Roadway and transportation improvements
- Water distribution systems
- Wastewater collection and treatment facilities
- Stormwater infrastructure
- Traffic and mobility enhancements
- Utility infrastructure upgrades
- Public facilities and community capital projects
- Long-range infrastructure planning
Key responsibilities:
- Lead the planning, design, and delivery of complex public works and infrastructure projects
- Manage capital improvement projects from concept through construction and closeout
- Prepare and review engineering plans, specifications, cost estimates, bid packages, and contract documents
- Coordinate with consultants, contractors, utility providers, regulatory agencies, and community stakeholders
- Oversee project budgets, schedules, procurement, permitting, and construction administration
- Support long-range infrastructure planning, asset management, and capital investment strategies
- Ensure compliance with engineering standards, environmental regulations, and public agency requirements
- Provide technical guidance and mentorship to engineering staff
- Bachelor's Degree in Civil Engineering or a closely related field
- Seven (7)+ years of progressively responsible engineering experience, including professional-level project responsibilities
- Professional Engineer (PE) license, or ability to obtain reciprocity within six (6) months of hire
- Valid Driver's License
- Experience supporting public works engineering, municipal infrastructure, capital improvement programs, and local government operations
- Experience managing public agency infrastructure projects and consultant teams
- Background in water, wastewater, transportation, traffic, stormwater, or utility engineering
- Familiarity with public procurement, grant-funded projects, environmental compliance, and regulatory permitting
