Description
Job Purpose The Professional Development Coordinator (PDC) role is to support a growing portfolio of professional development projects. These projects aim to provide staff with educational opportunities that promote career progression within the organisation and across the broader labour market in Angola. The role will cover non-operational professional development programming. An ideal candidate will have a background in education and management, and project design skills necessary to establish a new internal professional development training programme within the organisation. The PDC will be responsible for the planning and expansion of HALO Angola’s professional development programme, identifying training requirements across the workforce and partnering with external educational institutions to provide courses. In addition, the PDC will manage and direct the work of a growing number of HALO teachers who are providing educational training in remote field camps across the provinces where HALO works. Key Duties & Responsibilities Strategy and Planning Develop a needs-based professional development strategy for the HALO Angola programme. This will be completed through staff surveys, partnership evaluations, and labour market research, supported by HALO Angola’s Projects and Partnerships team. Implement HALO Angola’s professional development strategy, including the development and formalisation of partnership arrangements with training schools and academies based on needs identified from the workforce. Identify opportunity areas for expanding the staff training offer on the programme. Identify areas where additional resourcing is required to continue and maximise the impact of the professional development programming. Build and maintain positive relationships with training partners and providers, and stay up to date on new and changing training partners and opportunities. Ensure all activities are carried out in line with the programme’s Capacity Development Policy and donor compliance, supported by HALO Angola’s Projects and Partnerships team. Ensure all training activities are communicated across the programme, working with departmental managers to ensure alignment of trainings with programme strategy. Education and Training Recruit, train, and manage professional development staff, including HALO teachers. Review and centralise curriculum, educational materials, and performance metrics for teachers across the entire programme. Develop annual and monthly training work plans in coordination with the senior management team and heads of department. Manage and store data and records related to professional development training in accordance with HALO standards and policies. Monitor and measure the impact and effectiveness of the professional development strategy, identifying gaps and highlighting areas to improve. Conduct monthly monitoring and review of the teachers, ensuring work in remote camps is carried out to a high standard and that there is high attendance from HALO’s operational teams. Design and/or conduct relevant trainings as required. Adhere to reporting schedules, internal review processes, and ensure timely submission of all deliverables. Ensure relevant trackers are updated in a timely manner for key projects. Coordinate with all programme departments and location offices as needed. Other Other administrative duties as and when required. Support compliance with HALO policies and procedures. Work on other standalone projects and initiatives. Contribute to the development of department and programme strategic plans.
