Description
GovTech is Singapore's lead agency for digital government and the Smart Nation initiative. We build and deploy technology that meaningfully improves lives — for citizens, businesses, and the public sector. Digital Economy Products (DEP) is a division within GovTech that operates with the pace and rigour of a modern product company. Our teams tackle high-stakes problems across Singapore's public sectors — Healthcare, Manpower, Trade and Finance, National Development, Sustainability, and more — and build digital products that serve millions.  Many of Singapore's most critical government systems were built decades ago — pioneering for their time, but now running on aging technology, tightly bound to vendor dependencies, and struggling to keep pace with evolving policy and industry demands. We are bringing these platforms in-house and rebuilding them from the ground up — rethinking not just the technology, but the operating models, user experiences, and regulatory workflows they underpin. Two flagship programmes are currently underway: TradeNet — Singapore's National Single Window for trade permit processing. Launched in the late 1980s, it processes over 9 million permit applications annually across import, export, and transshipment, contributing to approximately 10% of national tax revenues. Designated as critical IT infrastructure, TradeNet is being brought in-house to secure Singapore's technology sovereignty over one of its most consequential trade systems. CoreNet X — Singapore's national digital platform for regulatory approval of building works. It unifies eight regulatory agencies into a single BIM-based submission and processing system, transforming how the built environment sector interacts with government. Both programmes sit at the intersection of complex regulation, enterprise-scale technology, and high public-sector impact. As a Principal Product Manager at DEP, you will be at the centre of this transformation — working at the frontier of how government systems are redesigned, rebuilt, and reimagined for the future. Responsibilities Define and own the product strategy for modernisation of your key system(s). Translate complex business, technical, and policy insights into clear roadmaps that align teams and drive measurable outcomes. Establish success metrics (OKRs, KPIs) and ensure alignment with the policy, business, and operational objectives. Build strong stakeholder alignment through evidence, trust, and well-earned relationships — resolving complex dependencies and securing senior management support for product strategy and investments. Develop deep system and domain expertise, serving as the subject-matter expert for your product(s) — bringing informed perspective to agency escalations, regulatory tradeoffs, and decisions that shape product approach across government and industry stakeholders. Champion adoption of emerging technologies and industry best practices to improve team effectiveness and impact. Lead and mentor a team of talented product managers, setting the bar for product thinking, execution rigour, and professional development of each team member.  Lead hiring of other product leaders for your team and outside, identify and coach future leaders Lead end‑to‑end product execution of a major product —from ideation to launch to iteration—ensuring high standards of quality, security, accessibility, and compliance. Collaborate with engineering, design, research, operations, and data teams to deliver cohesive, scalable user experiences. Qualifications Bachelor’s degree and 10+ years of product management or equivalent experience with strong demonstrated impact in the consumer/enterprise/platform ecosystem.  Track record of delivering complex products at scale with measurable business impact.
