Location: Menongue, Angola Hours:   Full Time Contract Type:  Permanent Term Reports To:  Country Director Direct Reports:  Head of Capability/Field Officers/ Unit Commanders Key Internal Contacts/Relationships: Projects Team, Department Heads, Operational Management and Transformation Group Key External Contacts/Relationships:  ANAM, CND and other MA NGOs Job Purpose: This role provides the strategic lead for all humanitarian mine action right across the Angola programme, leading and managing the operations and providing direction, visible leadership and oversight to all operational management. A critical member of the programme senior leadership team, the post holder will develop and own the Angola Operational Strategy, operational safety and innovation.  About HALO: HALO is the leading global NGO addressing the impact and drivers of conflict in 30 countries and territories, with over 8,000 staff. Our primary duty is to serve people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished. We make land safe where war has ended, while also assisting those affected by active conflict and endemic violence. HALO addresses human suffering caused by armed violence in some of the world’s most fragile places, securing weapons and ammunition and working with both state and community actors to reduce the prevalence of armed violence. HALO’s work in Angola focuses on reducing the impact of landmines and explosive remnants of war, improving safety, enabling access to land, and supporting long-term recovery and development. About the role: HALO is seeking a proactive, experienced leader who can support technical specialists through robust and sustainable planning, clear direction, and strong operational leadership. The individual will be experienced in HMA, but able to step back from the tactical day to day and lead on operational planning, performance measures and donor reporting on behalf of the department, often thinking and operating on a timeline of 12-18 months. Collaboration will be key, ensuring that technical specialists and unit commanders are aligned and resourced to deliver Angola’s operational priorities. The role will be focused not just on mine clearance, but on broader compliance, safety and legislative requirements, ensuring that HALO can operate sustainably, safely and effectively.  Responsibilities: Operations Management Line management of the operational management team in all respects, including recruitment and appraisals, with a strong focus on wellbeing and welfare. Provide senior management leadership, ensuring operational strategy and clearance priorities are represented at programme level. Lead and support change programme wide change management projects. Work Planning Work with the Head of Capability, ensuring the effective integration of survey, training, QA, EOD, R&D, accident and incident investigation, and remote sensing functions into operational planning and delivery. Improving our efficiency. Own and lead on the operational capability, performance monitoring and donor reporting, as well as internally working alongside finance and donor relations peers to ensure a ‘joined-up’ approach. Own the Team to Donor tracker, ensuring that we are utilising our people as best we can and are achieving maximum impact for beneficiaries and donors. Ensure an effective feed in from the Unit Commanders, so information is accurate and achievable on actual and forecast performance. Coordinate with Unit Commanders to produce and review annual clearance work plans across the programme, in accordance with national procedures and prioritisation standards and cross referencing with donor contracts and targets.
