CHeber Project: National Consultant to contribute to the Mid-term Review Helvetas Kyrgyzstan is looking for a National Consultant to contribute to the Mid-term Review of CHeber - Skills Development in Kyrgyzstan project, funded by the Swiss government. The National Consultant will work under the technical leadership of the International Consultant and in close coordination with the project team and SDC representatives. While ensuring effective collaboration, the assignment requires full independence, objectivity and professional integrity throughout the evaluation process. The National Consultant will be sub-contracted by and report contractually to the International Consultant. The full scope of work is outlined in the Terms of Reference. Qualification criteria : Applicants should meet the following requirements: • Relevant university degree (Bachelor’s or Master’s) • Proven experience in evaluating development projects using OECD DAC criteria • Strong knowledge of the Kyrgyz VET system and labor market • Experience with private sector engagement and skills development • Strong analytical and facilitation skills • Fluency in English, Russian, and Kyrgyz Submission deadline : Applications should be submitted no later than 17:00, April 29, 2026
