This position is open in Bangladesh, Bhutan, Cook Islands, Fiji, Nepal, Palau, the Philippines, and Sri Lanka. You will be required to choose the location for which you are applying. Period of Performance: ~June 2026 – July 2027 Level of Effort (LOE): est. 4-6 months Consultant Responsibilities Under the supervision and coordination of the team leader and core team members, the   Country Focal / Digital Health Implementation Specialist will serve as the primary country-level point of contact for project implementation, stakeholder coordination, and technical   support. What You'll Do: • S takeholder convening and coordination between the international consulting  team, ADB , government counterparts, and other key stakeholders such as digital health   ecosystem players including government health agencies, regulatory bodies, private   sector technology companies, healthcare providers, NGOs, and academic institutions;   may also include national regulatory bodies and policy makers to ensure digital health   strategy alignment with existing health policies and regulatory frameworks • E ngagement of the digital health stakeholder network throughout project   implementation and maintenance of stakeholder database and meeting documentation • T echnical support and strategy development through in-country assessments of digital   health landscapes with emphasis on telemedicine feasibility, AI-enabled point-of-care   diagnostics, and geo-mapping technologies • C ountry-level stakeholder workshops/consultations for substantive inputs to the drafting   of country-specific national digital health strategies and technical guidelines in   collaboration with the international team • C ontribute to case study development documenting country-specific digital health   initiatives through the frameworks provided by international team • P articipate in project meetings,  workshops  and other internal and external facing events   as country representative • L ocal validation and contextualization inputs to ensure technical outputs are culturally   appropriate , locally relevant, and implementation-feasible • M onitor and  facilitate  country-level activities to ensure  timely  delivery of project output,   and provide regular progress updates to Team Lead • P rovide  logistics  and local arrangements support for all project activities, including   budget monitoring, engaging research assistants or administrative support as needed to   effectively manage the scope of responsibilities, subject to Team Leader approval and   within the overall contract budget Requirements • BA/BS and 5+ years of experience or graduate degree and 7+ years of experience. Degrees in Health Policy, Public Health, Health Systems, Health Informatics, or related field required • Demonstrated knowledge of national health systems, digital health policies, and regulatory • Experience in conducting health system assessments, stakeholder consultations, and policy analysis • Strong facilitation and convening  skills for multi-stakeholder coordination, with proven ability to engage government agencies, private sector, healthcare providers, and civil society organizations • Experience with digital health strategy development, health policy drafting, or health system strengthening projects strongly preferred • Strong organizational and project coordination skills with ability to manage complex stakeholder relationships • Fluency in local languages and English with strong communication  and analytical skills • Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders • Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas
