Description
General Description: Under the direct guidance and supervision of the Programme Coordinator, the (MEAL) Officer is based in Aden and will undertake duties and responsibilities related to monitoring and evaluation in Yemen, the main role of this position is to ensure support to the NPA projects for their improvement by providing reliable field information on the quality of implementation for coordination and management decision-making. The position holder will be responsible for timely and quality field monitoring visits to partners’ activities and supervise and conduct interviews, post-distribution monitoring, pre- and post-assessments, focus group discussions and any required visits as per the instructions of the Programme Coordinator.  Frequent travel with overnight stays across southern Yemen will be required for this role. Specific description: • Develop and maintain an annual MEAL plan in consultation with PC and approved by CD, covering the work of all partners and relevant NPA activities. • Conduct monitoring site visits to NPA programmes/projects in Yemen as guided by the Programme Coordinator and ensure evidence-based results are collected. • Participate in all MEAL aspects, for example, surveys, baselines, evaluations, joint projects, monitoring and reviews and lessons learning workshops/events. • Produce monitoring checklists and conduct field process monitoring, quality assessment and data validation, and provide feedback and recommendations for timely improvement. • Support the Programme Coordinator in improving the complaint and feedback mechanisms for the programme, including tracking of follow-up, ensuring adherence to agreed standards. • Support the Programme Coordinator in Support proposal development, logical framework design, SMART indicator development, target setting and MEAL budgeting during project design and fundraising processes. • Share accountability findings with the programme teams in an appropriate format. • Together with the programme team and with the support of the Programme Coordinator, undertake accountability activities, including the development and use of information sharing materials and the establishment of complaint response mechanisms. This may include ensuring that complaints are logged and addressed in a professional and timely manner and that serious complaints relating to abuse, exploitation and corruption are referred appropriately. • As guided by the Programme Coordinator, support the Information Management Officer in updating the log-frames/results frameworks of NPA programmes. The task requires coordination with NPA partners and ensures the timely review of received data. • In close collaboration with the Information Management team, analyse programme performance data and identify trends, gaps, risks and opportunities for programme improvement. • Ensures the quality of monitoring data reported by the NPA partners through capacity building, supportive supervision, routine checking and validation of data. • Ensure NPA MEAL documents are regularly uploaded onto the NPA SharePoint as per the guidance of the Programme Coordinator. • Actively contribute to organisational learning through supporting the Programme Coordinator in documenting the lessons learned and developing approaches for community analysis and utilisation of data for decision-making. • Ensure lessons learned and best practices are systematically documented and integrated into future programming. • Implement evaluation procedures and systems with direct guidance from the Programme Coordinator. • Support and facilitate the conduct of any external evaluations and monitor the follow-up of evaluation recommendations. • Support the Programme Coordinator in conducting lessons learned workshops for NPA programmes. • Support the CD and programme in providing MEAL training as relevant and where necessary assist CD and NPA senior international staff in interpreting when talking to staff or beneficiaries when other interpreters are unavailable. • Ensure NPA and partners’ accountability systems are in place towards beneficiaries and donors, including preparing monthly, quarterly and annual MEAL reports and contribute to donor reports by providing verified monitoring data, indicators and analysis. Partners Capacity Building: • Assess the MEAL capacities and needs of NPA partners and contribute to appropriate capacity-development plans. • Provide training, coaching and supportive supervision to partners on MEAL tools, data collection, reporting and accountability. • Conduct routine data-quality checks and follow up with partners on agreed improvement actions. • Promote the consistent use of NPA MEAL standards, tools and reporting requirements across partner projects. 7.
