I.                    SUMMARY OF POSITION As a senior member of the Country Senior Management Team, the Head of Logistics Department (Logistics HOD) is based in Juba with regular travels to the field bases across South Sudan. The Logistics HOD provides strategic leadership and operational management of all logistics, procurement, supply chain, fleet management, ICT and Administration functions across the country office. The role is critical in ensuring compliant, efficient, and accountable support services that enable quality program delivery in a complex, insecure and high-cost operating context. The Logistics HOD reports to the Country Director. Purpose The Logistics HOD leads the Logistics Department in providing high-quality, donor compliant support services across all ACF operational location in South Sudan. This includes strategic oversight of procurement, warehousing, fleet, ICT and administration; management of the LINK ERP system and compliance with ACF internal standards and donor specific logistics and procurement requirements. The Logistics HOD is accountable for implementation of internal and external audit recommendations and for continuous improvement of logistics systems, processes and controls. Engagement The Logistics HOD works closely with Regional Logistics Specialist, Country Director, Program Director, Finance Director as well as Field Coordinators and Program Managers. Externally, the Logistics HOD engages with suppliers, freight forwarders, customs authorities, logistics cluster partners, UN agencies and NGOs operating in South Sudan including participation in relevant coordination forums. Delivery The logistics HOD is responsible for delivering the country office logistics strategy across all field and coordination sites ensuring that procurement, stock, fleet, ICT and administrative systems function in accordance with ACF standards, donor requirements and humanitarian principles. Characterized by challenging access, limited market capacity, significant fraud risk and complex supply chains, the Logistics HOD must apply robust risk management and adaptive management approaches to maintain operational continuity and institutional integrity.
