Through efficient & responsible use of data and improving the secondary use of data, LNDS will support the acceleration of economic, ecological, and societal transitions. www.lnds.lu  |  LNDS on LinkedIn As a Value Creation and Partnerships Manager, you will help LNDS structure and develop value-creation activities with private sector organisations, starting in Luxembourg and expanding selectively at European level where this supports the Luxembourg data ecosystem.   The role supports the development of sustainable funding streams within LNDS’s statutory limits and in line with its public mission. It is an individual contributor role focused on structuring and enabling opportunities rather than owning strategic direction or commercial decisions, which remain with LNDS leadership.   This role sits at the intersection of service structuring, ecosystem engagement, and opportunity development. It is offered on a fixed term basis to support the initial setup and testing of these activities at LNDS. Success in the role will be reflected in a structured pipeline of qualified opportunities and reusable service and engagement frameworks. Service structuring and opportunity development Translate external market insight into LNDS ready service bundles, engagement models, and reusable templates. Contribute to internal guidance on how LNDS may engage with private sector actors and help develop supporting communication materials. Identify, assess, and help structure qualified opportunities with private sector organisations in Luxembourg and selected European contexts, in line with LNDS strategies and priorities. Pipeline, engagement, and qualification Lead the structuring and maturation of qualified opportunities into compliant engagements, including service agreements, co funded activities, and ecosystem supporting collaborations. Support responses to relevant national and European tenders and maintain a structured pipeline of leads, opportunities, and proposals, with reporting and insights to inform prioritisation and positioning. Act as an initial point of contact for private organisations, ensuring early qualification and appropriate routing to relevant internal stakeholders. Ecosystem representation and internal alignment Represent LNDS in selected meetings, working groups, and ecosystem exchanges, with a focus on public value and long term ecosystem benefits. Coordinate with leadership, technical teams, and the Partnership and Innovation Manager to translate external needs into usable scopes, briefs, and engagement concepts, while ensuring complementarity and avoiding duplication. Keep opportunity development grounded in LNDS’s scientific and technical strengths, support realistic qualification, and hand over accepted engagements to delivery teams for execution. MSc in economics, business administration, public management, innovation management, policy or related field.  5 to 10 years of relevant experience in roles such as business development, service development, innovation management, public-private partnerships, consulting or ecosystem development.  Technical literacy and the ability to work effectively with scientific and data-driven teams.  Demonstrated ability to translate strategic or market insight into operational offers, services, or engagement models, and to assess ambiguous needs and shape structured opportunities.  Strong structuring skills and the ability to operate effectively in complex multi-stakeholder
