Lead Traffic Engineer / Traffic Engineering Manager - Personna Employment Solutions | Pasco, WA (Hybrid) Help shape the future of transportation infrastructure. We are seeking an experienced transportation professional to lead traffic engineering, traffic operations, development review, and long-range mobility planning for a rapidly growing community. You will serve as the organization's senior traffic engineering expert, help establish priorities, guide complex projects, and provide trusted technical advice to public works leadership, elected officials, developers, consultants, and community partners. What you will be doing: - Lead traffic operations, transportation planning, corridor studies, safety evaluations, and mobility improvement initiatives - Improve traffic flow and roadway safety: evaluate high-crash intersections and recommend signal, striping, signage, lighting, or geometric improvements; review signal timing and coordination; analyze intersection capacity and level of service; identify pedestrian and bicycle safety improvements; develop traffic calming, turn lanes, access changes, or roadway reconfiguration - Guide transportation infrastructure and CIP projects from concept through design and construction (scopes, schedules, budgets, consultant assignments, plan/report review, agency coordination, grant support) - Review development and growth impacts: traffic impact analyses, site plans, access, circulation, and mitigation - Provide technical leadership and mentorship to engineering staff - Represent the organization to leadership, elected officials, developers, neighborhood groups, regional agencies, and the public - Support policy, standards, and compliance (MUTCD, accessibility, and applicable regulations) - Bachelor's Degree in Civil, Traffic, Transportation Engineering, or a closely related field - Five (5) years of progressively responsible experience in traffic/transportation engineering or planning - Professional Engineer license, with ability to obtain reciprocity within six months of hire - Valid Driver's License - Experience leading traffic engineering programs, technical staff, consultants, or complex transportation projects - Public works, municipal/county government, or state transportation agency experience - Traffic signal systems, signal timing, corridor analysis, roadway safety, development review, multimodal planning - Managing capital improvement projects from planning through construction - Professional Traffic Operations Engineer (PTOE) certification - Presenting to elected officials, executive leadership, agencies, developers, or community groups - Transportation funding, grant programs, regional planning, interagency coordination
