Job title: Labour Compliance Officer (Contract) Location: Port Harcourt Department: HR / E&S Compliance Reports to: Head HR / E&S Compliance Lead Employment Type: Full-time / Fixed-term, renewable annually Role Purpose To support the client in managing contractor labour compliance, initially by conducting weekly visits to identify, follow up and close contractor-related issues, and later by supporting periodic labour audits and contractor labour assurance across project and operational contractors. The role will help ensure that contractors and subcontractors comply with Nigerian labour requirements, client’s Contractor HR & Labour Management Framework, IFC PS2 expectations, and lender/audit documentation requirements. Key Responsibilities • Conduct weekly visits to the sites during the initial phase and prepare site visit reports with action trackers. • Identify and follow up and support contractor-related issues including worker documentation, appointment letters, payroll, statutory remittances, welfare facilities, grievances, working hours, overtime and subcontractor compliance. • Support contractors in developing, updating and implementing required HR/labour policies, procedures, registers and site-level systems in line with Indorama, Nigerian labour law and lender requirements. • Maintain a contractor labour issue tracker showing issue, responsible person, target date, status and closure evidence. • Verify that all contractor and subcontractor workers have written employment terms or appointment letters. • Review contractor records for wages, payslips, attendance, overtime, Pension, NSITF, PAYE, NHF, NHIA, ITF, group life insurance and other statutory requirements. • Check worker welfare arrangements including drinking water, toilets, washing facilities, rest/eating areas, first aid access, transport and accommodation where applicable. • Ensure contractor workers are aware of grievance channels and non-retaliation protections. • Support periodic labour audits through document review, worker interviews, payroll sampling, welfare inspections and corrective action follow-up. • Maintain audit-ready evidence files for management, auditors and lenders. • Escalate serious or repeated contractor non-compliances to HR, E&S, HSE, Legal, Procurement and Project Management. • Bachelor’s degree in HR, Industrial Relations, Law, Social Sciences, Business Administration, E&S Management or related field. • Minimum 5 years’ experience in HR compliance, industrial relations, contractor management, labour audit, E&S social performance or site administration. • Good knowledge of Nigerian labour requirements, including employment terms, wages, working hours, leave, Pension, NSITF, PAYE, NHF, NHIA, ITF and worker welfare. • Ability to conduct site inspections, worker interviews, record reviews and corrective action follow-up. • Strong reporting, documentation, Excel and evidence-management skills. • Must be Nigeria-based and willing to travel regularly (as needed) • IFC, AFDB, compliance agencies are added advantages
