Description
We are seeking a dynamic and experienced Project Manager to lead and deliver end-to-end Java-based software development projects. The ideal candidate will possess strong technical understanding of Java development, hands-on Agile delivery experience, and proven ability to manage stakeholders in complex government environments. Key Responsibilities Lead the planning, execution, and delivery of Java-based applications in compliance with public sector standards and regulations. Manage cross-functional Agile development teams, including developers, testers, business analysts, and UX/UI designers. Translate business requirements into technical execution plans, ensuring alignment with government project objectives and compliance frameworks. Implement Agile practices such as Scrum, Kanban, sprint planning, and retrospectives to ensure iterative delivery and continuous improvement. Oversee all phases of the software development lifecycle (SDLC), from initiation to deployment and maintenance. Manage project risks, issues, dependencies, and change requests while maintaining clear and consistent communication with stakeholders. Prepare regular project reports, status updates, and dashboards for internal and external stakeholders. Build strong relationships with government clients, ensuring transparency, trust, and stakeholder alignment throughout the project lifecycle. Ensure all documentation, audit trails, and deliverables adhere to public sector governance requirements Requirements Must-Have: Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field. Minimum 5 years of experience managing Java-based application development projects. Minimum 3 years of Agile project management experience (e.g., Scrum Master or Agile PM). Prior hands-on experience managing government or public sector IT projects. Familiar with Java frameworks (e.g., Spring Boot), APIs, and cloud-native architecture. Strong understanding of software quality assurance, testing, and DevOps practices. Preferred: Agile certifications (e.g., Certified ScrumMaster® (CSM), PMI-ACP, SAFe®). Project Management certifications such as PMP®, PRINCE2®, or CITPM. Experience with Agile delivery tools (e.g., JIRA, Confluence, Azure DevOps). Familiarity with Singapore Government IM8 policies or equivalent public sector frameworks.
