Description
Jasara is a program management company in Saudi Arabia, established as a joint venture between Aramco, Jacobs, and the Public Investment Fund. With a focus on civil engineering and large-scale development, Jasara aims to set the standard for program delivery by helping shape complex projects with strong governance, operational excellence, and long-term impact. In this role, you will provide strategic leadership for health, safety, and environmental performance across major programs, helping ensure that HSE standards are embedded into day-to-day operations and long-term project delivery. This is a high-impact leadership position with broad visibility across project teams, contractors, and senior stakeholders, suited to someone who can combine technical HSE expertise with strong judgment, influence, and oversight. Responsibilities Lead the development and enforcement of HSE strategy across major program sites. Oversee regulatory compliance, audits, and incident investigations across Saudi operations. Drive contractor HSE performance improvement through inspections, coaching, and governance. Establish risk management frameworks and corrective action plans for complex projects. Report HSE performance metrics to executive leadership and key project stakeholders. Requirements Bachelor's degree in engineering, safety, or a related discipline. 20 years of experience leading HSE across large mixed-use and hospitality projects. Experience managing contractor compliance and working within enterprise risk frameworks. Strong knowledge of Saudi HSE regulations and experience with incident investigation practices. Experience interfacing with executive leadership, project directors, contractor leadership, and regulators. NEBOSH, IOSH, or an equivalent HSE certification is a plus.
