Our mission is to improve the health and well-being of people worldwide through enduring, high-quality, cost-effective, and universally accessible public health solutions.  About the Position The Health Data and Supply Chain Officer leads the use of routine data for operational and strategic decision-making, the production of automated reporting that programme and government teams rely on, and the data and process management of the national supply chain for malaria drug and diagnostic commodities. The incumbent maintains and supports the existing health information infrastructure, including DHIS2, and ensures data moves reliably in and out of national systems. S/he works in close collaboration with the Director of Health Information Systems (HIS) at the Ministry of Health and Social Welfare and other Ministry of Health (MOH) programs to strengthen the analysis and use of data in national health information systems. The role requires strong technical expertise in data management and analysis, combined with the ability to build capacity among national staff and support high-level strategic initiatives. Working under the guidance of the MEL Advisor, this position plays a crucial role in strengthening national health information systems and building capacity for data-driven decision making.   Division:  International Programs  Position Title:  Health Data and Supply Chain Officer  Project: Bioko Island Malaria Elimination Project (BIMEP)  Location: Bioko Island, Equatorial Guinea  Grade: 5  Reporting Relationship: Monitoring, Evaluation, and Learning (MEL) Advisor  Key Responsibilities   Data Use and Decision Support   Turn routine program and surveillance data into operational and strategic action, working with program leads to ensure that what the data shows results in a decision or a change in practice.  Design, build and maintain automated reports and dashboards that program, government and field teams use in their routine work, replacing manual report production where it slows decision-making.  Automate the reporting processes that link program teams, so that data produced by one team feeds the reports another team depends on without manual handoffs.  Beyond dashboard production and reporting, the incumbent must carry analysis through to identifying problems, generate possible solutions, and implement the selected solution. Identifying a gap, such as a projected stockout or a drop in facility reporting, incumbent bears the responsibility to follow it to an action and confirm the situation has been corrected or positively changed.  National Malaria Commodity Supply Chain (Data and Process Lead)   Lead the data and process management of the national supply chain for malaria drug and diagnostic commodities, that is the antimalarial drugs and rapid diagnostic tests distributed to health facilities through ARBIMed, maintaining visibility of stock levels and consumption across facilities.  Own the projected-stockout signal and act on it, driving the resupply process and escalating ahead of a stockout so that a facility does not run out while stock sits in the central warehouse.  Direct the team that delivers these commodities to facilities, coordinating distribution so it follows the resupply decisions taken from the data.  Triangulate commodity consumption and distribution against routine facility data to find leakage, reporting gaps and departures from treatment guidelines, and raise these for correction.
