Product Development Offices (PDOs) is a new construct within the GDT CTOF to bring together Product, Design, and Engineering leadership to help Ministries and their agencies deliver digital products faster, more securely, and with better user outcomes. Each PDO partners closely with a Ministry CIO/CD, supports multiple agency product teams, and connects those teams back to GovTech’s shared platforms and practices. The PDO Engineering Leader represents modern *product engineering* - building teams that can move confidently from problem discovery and early experiments to scalable, reliable, user-centred digital services. They operate as the "Head of Engineering" for the Ministry, shaping outcome-focused delivery and platform-aligned technical decisions across agencies. Beyond guiding day-to-day delivery, PDO Engineering Leaders shape the Ministry’s technical direction through a product mindset — ensuring coherence across systems, promoting reuse and shared value, avoiding unnecessary complexity, and lifting engineering capability across both internal and vendor teams. They steer teams toward clear problem definitions, measurable outcomes, and evidence-based decisions. The Engineering Lead in a Product Development Office (PDO) is a modern technical leader - the "Head of Engineering" for a Ministry - someone who’s built, designed, or operated real systems, understands how technology decisions play out in practice, build capability, and can guide teams through the full journey from POC to scale.
[What you will be working on]
As Director/Deputy Director, you extend your leadership across multiple squads executing across multiple delivery threads (as manager of managers or across workstreams through tech leads) or a broader product (or infra) area, ensuring alignment, consistency, and impact across teams. You oversee multiple squads (including internal staff and/or vendor teams) by setting a unified technical vision and enforcing multi-squad standards that drive measurable impact. Your responsibilities include coaching EMs and Tech Leads, fostering cross-squad collaboration, and ensuring that your leadership structure remains lean and focused. You are accountable for delivering consistent outcomes and high-quality solutions by balancing innovative initiatives with essential BAU improvements, making strategic decisions that always benefit the organisation's long-term objectives
