You are the single point of accountability for how engagements run, how agencies experience the program, and how learnings feed back into the operating model. You own RAMP's strategy, operating model, team and outcomes end-to-end — not a single engagement, but the programme as a whole — and are RAMP's senior-most accountable owner and primary voice in GTC and divisional governance forums. We are seeking an experienced Programme Manager  to support the GTO Consulting team in enabling agencies' complex modernisation efforts. This role seeks a versatile professional to strategically bridge technical innovation, robust business operations, and complex government domains, driving operational excellence and shaping the future of digital governance. How we build RAMP is GovTech's program for accelerating government system modernisation using AI-assisted development. We deliver working prototypes with a documented path to production, targeting the government systems that need modernisation over the next five years. Each engagement runs 1-3 months with a lean team. The program is prerequisite-gated: no engagement starts without a named production owner, a management sponsor, sufficient system access, and a scope that fits the model. The Programme Manager is the programme's operating backbone. You own the pipeline, protect the scope, hold right-of-refusal over engagements that don't meet criteria, and are accountable for whether the programme hits its delivery and learning targets. You operate across agency leadership, GovTech Consulting engineering, and senior management simultaneously. As Deputy Director, you are not inheriting a mature system — you are building it: the operating model, the team, and RAMP's long-term theory of success within GTC’s broader modernisation strategy. You do not need to write code. You do need to understand technical scope well enough to protect it, work alongside engineers using AI development tools daily, and translate between agency executives and delivery teams on system architecture, migration complexity, and production readiness. The program is in year one; you are building the system, not inheriting one. Set and own programme KPIs. Report progress, risks, and pipeline health to GTC leadership. Flag staffing and capacity constraints before they become blockers. Own programme budget and headcount planning; identify and remove systemic inefficiencies or barriers in how RAMP operates, advocating for the resources, tools and processes the team needs to deliver.
