Description
[What the role is] You will provide leadership across NEA’s procurement categories in Environment and Public Health, ensuring efficiency and value-driven outcomes in procurement operations whilst upholding strong governance standards in line with established policies and frameworks. [What you will be working on] You will support procurement functions in NEA by carrying out the following activities: • Procurement Operations Leadership and Public Service Delivery • Oversee end-to-end procurement operations across categories. • Provide senior-level oversight to ensure procurement requirements are executed in a timely and high-quality manner in accordance with procurement policies, IM and regulatory requirements. • Provide operational leadership and guidance to procurement teams in managing procurement risks, complex procurement issues, and procurement strategies. Category Management and Sourcing • Drive procurement aggregation and sourcing initiatives to enhance operational efficiency and optimise value-for-money outcomes across procurement categories. • Provide direction on cost optimisation and value creation through internal stakeholder/ supplier and market engagement, and sourcing levers. • Business Partnership • Serve as a strategic procurement partner to procuring divisions in advising on procurement approaches and risks for complex and high-value procurement. • Drive proactive upstream engagement with procuring divisions to optimise demand forecast and long-term planning. Compliance Controls • Ensure proper procurement documentation, audit trails, and operational controls to meet governance and compliance requirements. • Oversee contract management practices and drive supplier relationship management to ensure proper contract management governance and operational continuity. Continuous Improvement • Drive continuous improvement initiatives to enhance procurement efficiency and service delivery. [What we are looking for] Requirements: • At least 12 years of experience in government procurement • In-depth experience in managing end-to-end procurement operations, including complex and high-value procurement • Proven ability to lead teams and drive operational performance in a procurement environment • Strong knowledge on Instruction Manual (IM) - Procurement and GeBIZ system • Strong leadership, stakeholder management, analytical, and communication skills As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.
