1. Job Title Cost Analyst 2. Duties/Minimum Required Qualifications: Performs life cycle cost and economic analysis and economic for defense acquisition programs ranging from materiel solution analysis through operations & support (sustainment) phases. Conducts cost-benefit analysis studies for various quipment/systems using mathematical models, matrices, simulation models, ACEIT, and other parametric models. Provides authoritative interpretation of DoD, DA, and AMC guidelines and regulations concerning production, cost and economic analysis requirements and techniques. Performs an in-depth analysis of budget requests, considers unforeseen factors in development and production, shift in project direction and emphasis and/or requests not included in planned programs and explores alternative sources of funding. Develops justification and impact statements and compiles data. Forecasts and documents the prior, current, and budget year programs. Develops methodology and results briefs for cost estimates. Experience analyzing and interpreting Earned Value Management data for cost contracts. 3. Certification(s) Required: N/ A 4. Education Preferred: A degree in Operations Research, Business, Math, or the sciences is preferred. 5. Preferred Skills: -Proficiency in Microsoft Excel, Word, and PowerPoint -Experience building cost models using AC- EIT. -Experience with parametric models and interpretation and use of the Army Cost Element Structure -Knowledge of DoDI 5000.02 Instruction and Army Regulation 70-1
