Digital Shared Services, a Shared Health service, is leading the transformation of healthcare delivery through innovative use of information and communication technology (ICT). This initiative focuses on modernizing service delivery models, enhancing operational efficiency, and enabling data-driven decision-making across the provincial healthcare system.

Position Summary
The Senior Business Analyst will play a strategic leadership role in large-scale healthcare transformation initiatives. This role goes beyond traditional analysis and requires expertise in business architecture, organizational design, and change management. The successful candidate will work closely with executive leadership and cross-functional teams to define future-state operating models, lead transformation efforts, and ensure successful adoption of change across complex healthcare environments.
Key Responsibilities
Lead end-to-end business analysis activities for healthcare transformation programs
Develop and define target operating models , including service delivery frameworks and organizational structures
Facilitate executive-level workshops and stakeholder engagement sessions
Conduct gap analysis , value stream mapping, and business capability assessments
Translate stakeholder input and data insights into actionable recommendations and strategic plans
Design and support implementation of future-state models and transition roadmaps
Lead and mentor teams of business analysts and consultants across multiple concurrent projects
Oversee quality and consistency of analysis deliverables across program streams
Support business case development, financial modeling, and performance measurement frameworks
Drive organizational change initiatives using structured methodologies (e.g., Prosci)
Lead transformation efforts related to healthcare systems such as EPR implementations and chart tracking solutions
Collaborate with clinical and operational stakeholders to align solutions with healthcare delivery needs
Mandatory Certifications (Pass/Fail)
Valid PROSCI Organizational Change Management Certification
Valid ITIL Certification in Service Management
Valid PRINCE2 Foundation or Practitioner Certification
Required Skills & Experience
Healthcare Business Analysis
Minimum 12 years of experience in business analysis within healthcare environments
Proven ability to:
Develop operational service delivery models
Conduct gap analysis and define future-state solutions
Present findings to executive leadership for decision-making
Leadership & Team Management
Minimum 5 years leading teams of business analysts or consultants
Experience managing analysis across large-scale transformation programs with multiple concurrent projects
Strong background in:
Coaching and mentoring
Quality assurance of deliverables
Work planning and coordination
Business Architecture & Strategic Modelling
Minimum 7 years of experience in:
Business architecture
Capability modeling
Organizational and process design
Experience working directly with executive leadership teams
Strong facilitation skills for complex stakeholder workshops

Minimum 5 years facilitating workshops and capability assessments
Demonstrated experience:
Developing recommendations and transformation strategies
Securing buy-in from senior leadership

Healthcare Transformation Experience
Minimum 10 years implementing change in healthcare environments
