This senior-level role will partner with business and technical stakeholders to drive requirements gathering, solution analysis, and software delivery across Waterfall, Agile, and Hybrid project environments. The ideal candidate combines strong business analysis expertise with a technical background and the ability to collaborate effectively across cross-functional teams to deliver high-quality technology solutions. Job Description The Business Analyst 4 will play a key role in replacing and modernizing the core functionality of the DBHDS Incident Management System. Working within a combination of Waterfall, Agile, and Hybrid delivery methodologies, this position will lead business analysis activities throughout the software development lifecycle, partnering with stakeholders, architects, developers, data teams, and project leadership to define business needs, document technical requirements, validate solutions, and support successful project delivery. The successful candidate will provide technical and functional leadership while ensuring business objectives are accurately translated into effective technology solutions. Responsibilities Business Analysis & Requirements Management Lead business analysis activities including problem identification, opportunity assessment, stakeholder engagement, and requirements elicitation. Analyze, validate, and refine business and technical requirements for completeness, consistency, feasibility, and compliance with established standards. Manage requirements throughout the project lifecycle, ensuring traceability and governance as project needs evolve. Develop detailed process models, business specifications, workflows, diagrams, and supporting documentation. Write and maintain clear, well-structured user stories and functional requirements. Technical Documentation & Solution Support Develop and conduct peer reviews of business requirements to ensure accurate interpretation by development teams. Analyze and document existing and future-state business processes and system functionality. Communicate requirement updates, enhancements, and changes to project managers, sponsors, technical teams, and business stakeholders. Utilize automated requirements management tools to support project documentation and traceability. Testing & Quality Assurance Develop User Acceptance Testing (UAT) plans and test scenarios. Coordinate and facilitate UAT execution, business validation sessions, and issue resolution. Support successful implementation by validating delivered functionality against business requirements. Collaboration & Stakeholder Engagement Facilitate collaboration and knowledge sharing between business stakeholders and technical teams. Partner with Business Systems Analysts, Data Analysts, Business Architects, Development teams, and Data Governance teams to ensure cross-functional requirements are incorporated into project deliverables. Represent project tea
