Provides leadership, strategic direction and guidance for the operations, financial and human resources activities of the UIT Enterprise Systems team. Provides leadership for the implementation, maintenance, enhancement and improvement of information technology infrastructure supporting UHS departments and business owners in fulfilling their missions. Pursuant to the State of Texas Executive Order No. GA-48, this position researches, works on, or has access to critical infrastructure and requires the ability to maintain the security or integrity of the University infrastructure. This position requires personnel be routinely reviewed to determine whether or not criminal history or continuous connections for the government or political apparatus of a foreign adversary might prevent the employee from being able to maintain the security or integrity of the infrastructure. Plans, establishes and reviews policies, operational goals and objectives for the University regarding information systems planning and use. 2. Directs the financial functions of the department and controls expenditures to ensure that they are within budgeted amounts. 3. Directs technology and administrative staff of the department and provides guidance and technical work direction as needed. 4. Directs the specifications, design, procurement, development and implementation of campus-based and system-based centralized information systems. 5. Directs the data base management activities of campus-based and system-based information systems. 6. Interface with business owners throughout the University System to coordinate accomplishments. 7. Supports UHS business owners in the evaluation of new technologies and leads system-wide initiatives to improve efficiency and effectiveness of university processes in accordance with business-defined priorities. 8. Establishes goals and objectives for areas of operation and provides guidance in formulating plans and budgets to maintain and enhance delivery of information technology services. 9. Collaborates with Information Technology leadership and management staff regarding enterprise information technology architecture, capacity, planning, security and usage. 10. Develops metrics and assessments regarding the effectiveness of enterprise information system processes. 11. Performs other job-related duties as assigned. Driving digital transformation and evolution initiatives involving platform upgrades, cloud strategy, systems integration, analytics, automation, and emerging technologies.
