Energy Management serves as the hub for energy efficiency and emissions reduction throughout NYC government operations, supporting our agency partners progress towards the City's major emissions reduction and energy objectives. The Energy Management team concentrates their efforts in six areas: the City's energy supply, clean energy generation, demand response & load management, energy efficient operations & maintenance, energy efficiency retrofit projects, and energy training & innovation.
The Assistant Commissioner will have responsibilities including, but not limited to, the following:
1. Overseeing the City’s utility energy budget (“HLP Budget”) and billing: The Assistant Commissioner will oversee the staff who manage the HLP Budget and utility billings under that budget. In particular, they will have ultimate accountability for (a) annual budget development and monitoring; (b) timely processing and review of monthly utility bills; (c) payment compliance with fiscal and comptroller accounting requirements; (d) monitoring of utility account record-keeping processes; (e) DEM-side reporting database design and maintenance; and (f) planning for new and emerging requirements, as well as the provision of input on regulatory, tariff, and utility billing matters.
2. Leading account management activities: The Assistant Commissioner will oversee the management of the City’s utility accounts, including agency requests to open, close, and transfer accounts as facilities are constructed, de-commissioned, or otherwise subject to changes. They will manage revenue accounts for entities that lease space from the City and for which the City pays the energy bills up front. They will set the strategy for meter upgrades associated with accounts and improve customer service.
3. Leading utility energy usage and cost data analysis and reporting: The Assistant Commissioner will oversee data analysis and reporting and have full command of the data generated within the unit, so they can direct analyses and make recommendations to the Deputy Commissioner and others.
4. Driving and/or managing City’s energy procurement decisions: The Assistant Commissioner will manage a large multi-year citywide contract for electricity with the New York Power Authority, as well as contracts with other entities for utility service. In addition, they will participate in periodic contract renewal processes in collaboration with other City entities. They also will manage decisions about future commodity purchases, working with City procurement offices where necessary.
5. Manage the city’s energy billing technology systems. Oversee modernization efforts and routine maintenance of the Energy Cost, Control, and Conservation (EC3) system. Ensure accurate and high-quality data flow from EC3 to related systems managed by DEM.
6. Represent city government in rate case proceedings. Provide subject matter expertise and strategic advice to the city’s participation in energy rate case proceedings.
7. Overseeing and transforming core programs: The Assistant Commissioner will oversee large programs that have emerged from tariff and other requirements. They will supervise staff running the City’s electric and gas Demand Response programs, interruptible gas program, and real-time metering and monitoring program. They will lead strategic planning for the programs; identify opportunities, risks, and threats; and position the programs to effectively respond to changing policy and fiscal conditions.
8. Managing the overall Energy Supply Unit, including overseeing and developing staff: The Assistant Commissioner will supervise a team of about 20 staff. They will set and hold staff accountable for performance expectations; identify and take action to address staffing gaps, including preparing required new needs requests and justifications; and lead professional development activities for staff.
9. Significantly contributing as a thought leader across DEM: The Assistant Commissioner will understand and help connect the work of different units within DEM. They will proactively identify and implement new ways to meet program and reporting needs across DEM.

Minimum Qualifications
1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time experience of a nature to qualify for the duties of the position, at least 18 months of which must have been in an administrative, managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or"
2. Education and/or experience equivalent to "1" above. However, all candidates must have the 18 months of administrative, managerial, executive or supervisory experience described in "1" above.
Preferred Skills
The ideal candidate will have the following experience:
- A master’s degree in economics, accounting, business administration, public administration, public policy, law, or a closely related field.
- At least 10 years of highly relevant full-time work experience in the energy industry, preferably at an energy provider or energy policymaker. To emphasize, to be counted for this purpose, the experience must be highly relevant, insofar as it has direct applicability to the responsibilities described above as part of the position.
- Proven track record of developing and delivering on strategy.
- At least 6 years of managerial experience, including periods managing large and diverse teams in an environment of change. To emphasize, this amount of managerial experience will be considered the minimum, with preference for additional years of managerial experience.
- Deep knowledge of energy markets, utility tariffs, energy procurement, cost of service principles, and current energy regulatory and policy issues affecting the City and State of New York.
- Familiarity with customer relationship management, financial management, and account management information technology systems.
- Direct energy budgeting or procurement experience.
- Experience with complex contract negotiations.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
