Co-Development Business Unit is looking for a Senior Software Engineer This is a 1-year contract role What will you do? You will help build a Grant Administering and Calculation Orchestrator — a modern, full-stack platform that consolidates the administration of government grants and automates the assessment of eligibility and computation of grant quantum. The platform replaces manual, spreadsheet-driven processes with reliable, auditable, end-to-end digital services for officers and applicants.A defining characteristic of the platform is orchestration. Rather than re-implementing every capability in-house, the platform connects best-of-breed government tooling and moves data reliably from one system to another — ingesting applications and supporting documents, routing cases through review workflows, invoking decision logic to determine outcomes, and writing results back to downstream systems of record. Much of the engineering effort is in making these integrations robust, observable and repeatable.Business rules, case workflows and decision tables are built primarily on Opus, GovTech’s workflow and rules platform, so that policy and computation logic can evolve without re-deploying the core application. You will own the design and implementation of these workflows and decision services, and the integration layer that calls them. Impact - what you will achieve: Establish production-grade infrastructure and CI/CD for a new grants platform, from current container-platform Enable multiple grant schemes to move off manual spreadsheet computation onto automated, auditable digital Deliver reliable system-to-system integrations connecting intake, decisioning and disbursement across government platforms Shape the engineering practices of an early-stage platform team Design, provision and manage cloud and platform infrastructure — compute, networking, containers, storage and supporting services — for development, staging and production environments on a modern container/PaaS platform, with eventual migration to government cloud infrastructure. Build and maintain CI/CD pipelines to automate build, test, release and deployment, using tools such as GitLab Cl; institute and promote continuous integration / continuous delivery practices across the team. Containerise and deploy the application using Docker, and manage environments declaratively with infrastructure- as-code (e.g. Terraform / OpentTofu). Design, build and maintain workflows and decision services on Opus (GovTech’s low-code platform) to model case management processes, eligibility rules and grant-computation logic. Build and harden integrations that orchestrate data between systems — ingesting applications and documents from intake services such as GatherSG, calling decision services, and writing outcomes to downstream systems of record with proper error handling, retries, idempotency and observability.
