Nuru is a renewable energy provider operating in the DRC, with active sites in Goma and Garamba and projects under development in Bunia, Kindu, and several other locations. Nuru's mission is to provide 10 million delighted Congolese people with world-class power by December 2030. 1. Operational Security Management Act as the security subject-matter expert on the Nuru Security Committee. Advise the Nuru Crisis Management Team on security risks. Conduct Security Risk Assessments (SRA) and keep these up to date. Champion the Security Management Plan (SMP) and ensure it is kept up to date. Develop and implement measures to ensure the security team complies with Nuru's policies and procedures and delivers best practice in security risk management. Lead the security team within the Area of Responsibility (AoR); the security team may include both Nuru staff and sub-contractors such as guards. Supervise sub-contracted security personnel to ensure compliance with Nuru security policies and procedures, including the UN Voluntary Principles on Security and Human Rights, PS4, and the “Do No Harm” approach. Reinforce Nuru's acceptance strategy through effective collaboration with the Community Liaison Manager. Understand Nuru's conflict-sensitivity approach and ensure it is applied to all security activities. Understand the Stakeholder Engagement Plan and ensure coordination with the SMP. Understand and apply Nuru's other human-rights risk-management policies and tools, including the Grievance Mechanism, PSEA, and ESIA. Own the Site Security Plans and associated SOPs: apply the policies and procedures they detail, and keep the site security plans up to date. Conduct an annual review of the SOPs and update them where required, ensuring all staff are sensitized to any changes. Understand and apply the security procedures specified in the Emergency Response Plans, and ensure the team executes their roles rapidly and effectively. Ensure all security personnel understand and apply Nuru's safety rules. Manage the guard contract. Understand the guard-contract Service Level Agreement and KPIs, and report any infractions or deficiencies to the ESG Director. Maintain a detailed understanding of the VPSHR and be able to train new staff in these principles. Manage the day-to-day deployment of the contracted security-guard force. Manage the day-to-day deployment of any government security officer assigned to Nuru. Hold a daily coordination meeting with the Community Liaison Manager (CLM). Submit the weekly security report to the ESG Director on time. Act as duty officer, as rostered, ensuring the emergency phone is monitored at all times. Carry out monthly site security audits and share them with the ESG Director. Ensure effective access-control measures are enforced. 2. Investigations Investigate all criminal acts against Nuru personnel and property, as directed by the ESG Director. In collaboration with the ESG Director, define the parameters and timetable of each investigation. Provide policy advice on investigation strategy and contribute to the development of investigation policy. Understand and apply the Nuru Investigations Toolkit. Ensure all witness statements are recorded in a timely and effective manner. Interview witnesses, victims, and subjects or suspects in accordance with Congolese law, Nuru investigations policy, and best practice. Prepare detailed, clearly written investigation reports setting out the findings, supporting evidence, analysis and evaluation of the evidence, and recommendations for next steps. Maintain the investigations register and database. Ensure all investigation reports are filed, clearly marked, and stored securely, with digital reports backed up in the Cloud. Ensure the chain of evidence is maintained, that evidence is stored sec
