The Nuru Security Coordinator reports to the CPSO. He/she is responsible for delivering Nuru’s Security Management Plan - ensuring adherence to the security policies and SOPs; managing any/all Nuru security personnel, sub-contracted guards and security systems; conducting investigations; managing threat intelligence; security training and sensitization and liaison. Operational Security Management Act as the security subject matter expert in the Nuru Security Committee. Advise the Nuru Crisis Management Team on security risks. Conduct Security Risk Assessments (SRA) and keep these up to date. Champion the Security Management Plan (SMP) and ensure it is kept up to date. Development and implementation of measures to ensure that the security team complies with NURU’s policies and procedures to deliver  best practice  in security risk management. Lead the security team in his Area of Responsibility (AoR); the security team may include both Nuru staff and sub-contractors such as guards. Supervision of the subcontracted security personnel to ensure compliance with Nuru security policies and procedures including UN Voluntary Principles on Security and Human Rights, PS4 and the ‘Do No Harm’ approach. Reinforce Nuru’s ‘acceptance strategy’ through effective collaboration with the Community Liaison Manager. Understand Nuru’s conflict sensitivity approach and ensure this is applied to all security activities. Understand the Stakeholder Engagement Plan and ensure coordination with the SMP Understand and apply other Nuru human rights risk management policies and tools - the Grievance Mechanism, the PSEA, ESIA, etc. Own the Site Security Plans (and associated SOPs) - Apply the policies and procedures detailed in these plans, and keep the site security plans up to date. Conduct annual review of the SOPs and update where required, ensuring all staff are sensitized to any changes. Understand and apply the security procedures specified in the Emergency Response Plans and ensure his team execute their roles therein rapidly and effectively. Ensure all security personnel understand and apply the NURU safety rules. Manage the guard contract. Understand the guard contract Service Level Agreement & KPIs and report any infractions or deficiencies to the CPSO. Have a detailed understanding of the VPSHR and be able to train new staff in these principles. Manage the day-to-day deployment of the contracted security guard force. Manage the day-today deployment of any government security Coordinators assigned to Nuru. Hold a daily coordination meeting with the CLM. Send the weekly security report to the CPSO on time. Act as ‘duty Coordinator’ as rostered, ensuring the emergency phone is always monitored. Carry out site security audits every month and share with the CPSO. Ensure that effective access control measures are enforced. Investigations Investigate all criminal acts against NURU personnel and property as directed by the CPSO. In collaboration with the CPSO, define the parameters and timetable of an investigation. Provides policy advice in relation to investigation strategy and develop or contributes to the development of investigation policy. Understand and apply the Nuru Investigations Toolkit. Ensure that all witness statements are recorded in a timely and effective fashion. Interviews witnesses, victims, and subjects/suspects in accordance with Congolese law, Nuru investigations policy and best practice. Prepare detailed and clearly written investigations reports which set forth the findings, supporting evidence, analysis and evaluation of the evidence, as well as recommendations for next steps.
