This role is responsible for managing projects throughout the full delivery lifecycle while serving as Scrum Master for Agile teams, ensuring successful planning, execution, stakeholder communication, and continuous improvement. Job Description The Project Manager 3 Scrum Master will lead Agile project delivery from project initiation through implementation while supporting cross-functional teams in achieving business objectives. This position is responsible for developing project and release plans, facilitating Agile ceremonies, managing risks, monitoring project performance, and ensuring adherence to VDOT and VITA project management standards. The successful candidate will serve as both project manager and Scrum Master, helping teams deliver value while promoting Agile best practices and continuous improvement. Responsibilities Project Management Lead projects through the complete project lifecycle, including planning, execution, monitoring, and delivery. Develop and maintain project plans, release plans, schedules, and resource plans. Manage project scope, risks, schedules, budgets, and overall delivery. Track and communicate project status, risks, costs, and progress to stakeholders and leadership. Ensure compliance with VDOT and VITA project management methodologies. Perform additional project management responsibilities as assigned. Agile Leadership Facilitate Agile ceremonies including Sprint Planning, Daily Standups, Sprint Reviews, Sprint Retrospectives, Story Refinement, and Release Planning. Foster an environment that enables Agile teams to perform effectively. Remove impediments and protect teams from unnecessary interruptions and distractions. Promote adherence to Scrum, Kanban, and Agile principles. Support continuous improvement initiatives that increase team productivity. Product & Team Collaboration Partner with Product Owners to develop, refine, prioritize, and maintain product backlogs. Build strong relationships between Agile teams, Product Owners, and business stakeholders. Track and report team velocity and Agile performance metrics. Mentor, coach, and support Agile team members. Help balance competing priorities involving quality, scope, schedule, and cost. Stakeholder Communication Collaborate with customers to understand business objectives and manage expectations. Analyze and document business and system processes. Communicate effectively with technical teams, business stakeholders, and executive leadership.
