Resource Management Concepts (RMC) is seeking an experienced Program Manager to support the NSWC Indian Head Business Operations contract. The Program Manager will organize, direct, coordinate, and oversee all contract activities to ensure effective performance, compliance with contract requirements, and timely delivery of high-quality support to the customer. This position requires proven experience managing complex government contract operations, including budget and personnel control, resource planning, client interface, and quality assurance. The Program Manager will serve as a key leader and primary point of contact for government stakeholders, including the Contracting Officer and Contracting Officer’s Representative (COR). NSWC Indian Head focuses on research, development, test, evaluation, and in-service support of energetics and energetic systems, so the role must align with a mission-focused Navy environment. Essential Duties and Responsibilities Organize, direct, coordinate, and manage planning and production of all contract activities. Serve as the primary interface with client management, including the Contracting Officer and COR. Recruit, assign, supervise, and manage personnel necessary to perform assigned tasks. Establish and adjust program organization as needed to provide effective contract support. Assign, schedule, and provide quality assurance oversight of project team deliverables. Ensure conformance to task specifications, contract provisions, and applicable DoD/Navy requirements. Manage the control of budgets, personnel, and material resources for contract execution. Analyze complex textual and quantitative information to develop recommendations for process, operational, or policy improvements. Prepare documentation, reports, and ad hoc analyses using automated systems and database tools. Identify, troubleshoot, and resolve complex program and contract issues. Requirements Active DoD Secret clearance required to start; must be eligible for classified access and may be subject to a security investigation. Bachelor’s degree in management, business, accounting, or related field. 10+ years of professional experience. 6+ years managing budgets, personnel, and material resources for complex contracts. Knowledge of DoD policies and directives. Experience with automated systems, database maintenance, and ad hoc reporting. Ability to analyze information, prepare documentation, resolve complex problems, and support recommendations with textual and quantitative data. Preferred Navy or DoD business operations contract experience. NSWC or NAVSEA experience. Strong leadership, communication, and organizational skills.
