Job Purpose HanmiGlobal is seeking a highly qualified Planning & Scheduling Manager to join our program management and PMCM team in Saudi Arabia. In this role, you will spearhead the integrated program scheduling and baseline controls for a mega multi-work package land and infrastructure development program in Riyadh, delivered on behalf of a major government entity. You will be providing program-level leadership, governance, coordination, and analytical oversight for all planning and scheduling activities across the program, ensuring the Integrated Program Baseline Schedule (IPBS) is fully integrated and aligned with the program scope, critical milestones, performance forecasting, risk assessments, and the Client's executive reporting requirements, while supporting the successful delivery of the overall development program. Reports To: Program Director Key Responsibilities Develop and maintain the Integrated Program Baseline Schedule (IPBS) by reviewing, validating, and integrating baseline schedules submitted by Lead Developers and delivery partners. Establish program-wide planning standards, scheduling procedures, governance requirements, coding structures, and reporting protocols to ensure consistency across all development packages. Coordinate planning and scheduling activities across package teams to align individual project schedules with overall program milestones and delivery objectives. Monitor schedule performance against approved baselines, identifying critical path activities, delays, variances, interface constraints, and emerging risks. Perform Critical Path Method (CPM) analysis, schedule forecasting, Earned Value Management (EVM), delay analysis, and time impact assessments. Review and validate recovery plans and mitigation strategies, ensuring their effectiveness and alignment with overall program objectives. Prepare integrated schedule reports, executive dashboards, KPIs, forecasting analyses, and management presentations for PMCM Management and the Client. Coordinate with Project Controls, Commercial, Technical, Design, Interface, and Risk Management teams to ensure the integration of schedule, cost, risk, and performance information into a unified program reporting framework. Ensure the integrity of planning data and compliance with PMCM reporting requirements. Provide functional leadership, mentoring, and technical oversight to Package Planning & Scheduling Engineers, ensuring consistent application of planning standards and governance across all project packages. Lead planning review meetings, coordination workshops, and stakeholder sessions while promoting continuous improvement and the effective use of Primavera P6, PMIS, EDMS, and digital project controls systems. Requirements Qualifications & Experience Bachelor's Degree in Engineering, Construction Management, Project Management, or a related discipline. Chartered Professional membership or equivalent professional accreditation. Minimum fifteen (15) years of professional experience in planning and scheduling for major infrastructure, land development, transportation, utilities, urban development, or mega-project programs. Experience within PMCM, PMC, EPCM, or client-side organizations, preferably on major projects in Saudi Arabia or the GCC.
