As an independent NGO, Action Against Hunger USA currently manages operations in 8 countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti. Action Against Hunger-USA has over $100 million in programs, and approximately 1,100 permanent staff based in New York City, Washington D.C, Nairobi, and country offices. Additional growth is anticipated.   I.                    SUMMARY OF THE POSITION: The Finance Director is the senior finance leader for Action Against South Sudan responsible for the full financial management of the country office consistent with Action Against Hunger financial management requirements and local legislation. She/he will ensure regular oversight on accounting integrity, monitoring, and support to the management of the country finance portfolio throughout the lifecycle of all grants, from early discussions with the donor and/or organizational partners, to grant closure through finance compliance checks, and reporting. The Finance Director will lead the finance function for Action Against Hunger in South Sudan and coordinate the process of developing high-quality budgets to be incorporated into concept notes, proposals including budget narratives and reports in compliance with donor regulations. Finance Director provides the Country Director and Senior Management Team with decisions-ready financial analysis and ensures the country office meets the highest standards of transparency and accountability in line with Action Against Hunger’s Internal Guidelines and applicable national statutory requirements. Purpose The Finance Director will contribute to the definition and implementation of the country strategy by providing overall budgetary and financial management oversight. She/he will lead financial operations and accounting for the CO. Based in Juba, she/he is responsible for the overall financial and awards management of Action Against Hunger programs in South Sudan. The role exists to uphold robust internal controls and drive excellence in finance function. South Sudan is a complex CO with monthly spending levels of over $1.5 million. The Finance Director manages and tracks major active awards. In addition, she/he ensures the proper administration of sub-awards to partner organizations. Engagement The Finance Director will keep regular contact with all staff involved in the formulation and implementation of budgets and proposals at country/regional/HQ level, closely collaborate with the Regional Finance Specialist/Director for technical guidance, other CO Finance Leads and relevant personnel in Regional Office and HQ. She/he will provide leadership, management and oversight to the finance function across all SSD offices (capital and field) Externally, she/he works closely with donors, partners, tax authorities, audit firms and other government agencies. Delivery Given this is a dynamic and rigorous role; the role is expected to coordinate and organize activities to ensure that all deliverables are achieved in a timely manner.
