[What you will be working on]
MUIS is seeking an experienced Engineering Manager to build and lead high-performing engineering teams responsible for developing a trusted digital lifestyle content and engagement platform for Singapore Muslim citizens, delivered through both website and mobile application channels.
As an Engineering Manager, you will play a pivotal role in establishing and leading engineering teams that develop a reliable, scalable, secure, and engaging platform. You will lead multiple agile teams of engineers, partner closely with Product Managers, Designers, Strategic Communications, business stakeholders, GovTech partners, and vendors, and be accountable for the technical direction, engineering practices, and successful delivery of the platform and related capabilities.
This is a technical leadership role that combines people management, software architecture, engineering execution, platform reliability, security governance, and organizational leadership in a public sector digital service environment.
As an Engineering Manager, your responsibilities will include:
Build, lead, and develop high-performing engineering teams.
Establish engineering processes, team structures, and agile delivery practices for new and existing teams.
Own the technical direction, architecture, and successful delivery of the website, mobile application, content platform, and engagement capabilities under your care.
Ensure engineering excellence through strong software design, coding standards, security, reliability, accessibility, observability, and operational practices.
Partner with cross-functional stakeholders to translate MUIS policy, community engagement, content, and service delivery goals into scalable technical solutions.
Drive adoption of modern engineering practices, including cloud-native technologies, DevOps, headless content management, search, personalisation, analytics, and AI-assisted software development.
Lead the design and delivery of resilient core utilities and engagement features, including prayer time services, Qibla direction, religious content discovery, mosque and community information, personalised content journeys, and future AI-enabled support features.
Foster a culture of innovation, collaboration, continuous learning, and continuous improvement.
[What we are looking for]
Qualifications & Experience
Degree in Computer Science, Computer Engineering, Software Engineering, Information Systems, or a related discipline.
At least 5 years of hands-on software development experience.
At least 2 years of experience leading, coaching, and developing software engineers.
Proven experience leading agile software development teams and delivering complex digital products across web and mobile channels.
Experience building and scaling engineering teams is highly desirable.
