[What you will be working on]
GovTech, as the lead agency for Singapore's Smart Nation initiative, is seeking an Assistant Director for Programme Management within its Developer Productivity and Services (DPS) division. This role is crucial for overseeing and integrating two key programs: Developer Productivity, which enhances government engineers' coding and deployment processes, and Developer Services, focused on building a Central Product Marketplace for GovTech's offerings. The Assistant Director will ensure coherent execution across both programs, provide clear leadership visibility, and manage projects to translate strategies into actionable plans and measurable objectives. A significant part of the role involves driving the supply side of the Central Product Marketplace by engaging with over 45 GovTech platform product teams to integrate them onto the Console platform, requiring strong relationship management and judgment.
What you will own:
The programme management function across Developer Productivity and Developer Services, ensuring tight execution and conditions that make good product decisions possible. You will be responsible for managing projects within the programme, and play a leading role in nudging the teams to translate strategies into plans, OKRs reviewed with accountability, workstreams visible, blockers surfaced early, and the right people in the room when decisions need to be made. On the Developer Services side, a significant part of this is driving the supply side of the Central Product Marketplace, managing structured engagement sessions with 45+ GovTech platform product teams to get them integrated onto Console. This is a sustained, relationship driven effort that requires persistence, good judgment, and the ability to build trust across a wide group of stakeholders.
You are expected to:
Own the operating rhythm of both programmes, including strategy reviews, OKR cycles, and workstream tracking, to ensure teams focus on building. Maintain a clear line of sight across all active workstreams and flag risks early. Build and sustain working relationships with senior stakeholders, facilitating decisions that teams on the ground cannot make alone. Coach and mentor direct and indirect repor9ts, investing in team capability and creating an environment for optimal performance. Manage the small programme support team covering Procurement, Finance, and Admin, aligning these functions with programme priorities. Support the supply side Console integration effort through structured engagement sessions, removing blockers, tracking progress, and building a repeatable playbook.
You do this by:
Ensuring programme practices are lean and purposeful, such as regular workstream check ins, OKR reviews, and strategy sessions that surface information without creating meeting overhead. Staying close enough to each workstream to understand realities versus optimism without becoming a bottleneck. Enabling structured engagement with central product teams to sustain Console integration, building
